Animal cruelty encompasses behavior harmful to animals ranging from neglect to malicious killing. Most cruelty investigations conducted by an Animal Control Officer often reveal unintentional neglect, rather than intentional abuse. Such situations can be resolved through education. Intentional cruelty or abuse is knowingly depriving an animal of food, water, shelter or veterinary care. Intention abuse is maliciously torturing, maiming, mutilating, or killing an animal.
